R-Guard Blog Questions DSCC Role in Senate Primary

All three of the biggest state newspapers (The O, The Statesman-Journal and the Register-Guard) now have someone from their political unit writing blog entries for the online version of their respective outlets. David Steves of the R-G writes theirs, and I regret I haven't mention it before. Any time you have someone with experience reporting on the innards of state politics, offering up their analysis and commentary instead of straight news, it's a good thing for readers IMO.

Yesterday's "Capitol Notebook" featured a topic that has gotten plenty of play here at LO and over at (Not, We Promise) Merkley Central, Blue Oregon: the influence of the Democratic Senatorial Campaign Committee:

It's common knowledge that Sen. Chuck Schumer of New York, who runs the Democratic Senatorial Campaign Committee, brought Oregon House Speaker Merkley back to D.C. last June to talk to him about running against Oregon's incumbent Republican Sen. Gordon Smith. That's about all DSCC spokesman Matt Miller will admit to. He refuses to confirm to Oregon reporters that Schumer recruited Merkley to run and that the DSCC is helping Merkley to defeat his Democratic rival, Portland activist and former federal lawyer Steve Novick.

Portlander and Novick backer Jules Auger ran into a group of young-professional types at a Portland sports bar last month when Merkley was traveling the state to kick off his campaign. After chatting one of them up, Auger says, he learned they were in Oregon as part of an advance team brought here by the DSCC.

Merkley campaign spokesman Russ Kelley acknowledges that the DSCC is helping out - although he hammered the point that it's Merkley and his in-state campaign staff running the show, not the beltway boys.

That advance team of consultants from Little Rock, Ark. was recommended by the DSCC, Kelley says, but it was Merkley's campaign that decided to hire them - although he wouldn't say whether it was Merkley's campaign or the DSCC that paid for their
services.

Unlike his DSCC spokesman, Kelley has no problem acknowledging that Schumer is, in effect, choosing sides in the party's primary vote, which takes place next May.

"Where we are getting is making the national connections we need to defeat Gordon Smith," he says. "One of the things they did is to put us in touch with one of the top political advance teams in the country."

Novick spokesman Jake Weigler says the national Dems should wait on the sidelines until after Oregon's Democratic primary voters decide on a nominee.

"It raises serious questions if outside groups are going to hijack the process," he says.

This is the first time I've seen Russ Kelley, Merkley's Chief of Staff in the House, reply to something on Mr. Merkley's campaign. Usually it's manager Jon Isaacs or online coordinator Carla Axtman. Not that there's anything wrong with that, just interesting to see.

I think it's a little funny for Russ to admit that they're getting money and an advance team from DSCC--perhaps even paid for by the committee--but that the in-state team is running the show. The "in-state" team at Widmer Brewing is making their own decisions, too--but their distribution contract with Anheuser-Busch certainly helps give them a competitive advantage. Just because you run your own franchise doesn't mean that corporate's not helping you and looking over your shoulder.

But in any case, as I've mentioned before on this topic it doesn't really concern me that Mr. Merkley's team is availing itself of the friendly help--who wouldn't? Obviously if the money is from Skinheads of Salem that's a different matter, but these ARE Democrats, after all. But that doesn't mean that Chuck Schumer and Co. are doing the right thing by picking favorites in the primary--especially given the quality of both candidates.

To their credit, Blue Oregon ran the story this afternoon, doing a good job in describing the controversy. One point of contention I might make is that calling DSCC an independent PAC and not "Democrats back in Washington" is a pretty extreme dodge; the DSCC is headed and solely made up of just those folks--Democrats back in Washington. They are members of the club, deliberately picking who they want to be in the club next. That would be cool--except it's the job of Oregon Democrats to do so, not the DSCC.

what confuses you? It's been an issue in the past; today--perhaps mindful of the controversy--they did a fine job of reporting.

As to your second point, I think you're confusing individuals backing Steve, with a party-based organization that carries strong clout in election politics, backing Mr. Merkley.

As much as I would have enjoyed the promotion (and accompanying pay raise) that TJ just gave me, I do need to make one minor correction:

I was the communications director in the Speaker's Office, not the chief of staff.

However, as of this past Monday, I have left the Speaker's Office and am now the press secretary for Jeff Merkley for Oregon.

Also, since beer is my other great fascination, I can't help commenting on your Widmer comparison, which I think is EXACTLY analogous.  Poor Widmer has taken a lot of heat for that arrangement, not least from me when I was writing at the WW about beer.  But the thing I was mainly concerned with was that they'd be "Bud-ified" and their beer would become lame and indistinct as all corporate products do.

Instead, Widmer has been one of the most individual breweries in Oregon--far more so than their counterparts at Gambrinus-owned BridgePort or Pyramid-owned Portland Brewing.  They are easily the most grassroots of the large breweries, working with local homebrewers to make offbeat beer styles commercially available.  They are involved in local events, and are a part of the community.  I have to be reminded that A-B is involved in distribution, because it is nowhere evident in the way the run the biz.

You can have outside connections and still have the "in-state team ... running the show"--as in the case of Widmer and the Merkley campaign. 

But perhaps you dissent...

a more complete analogy would have widmer/AB (merkley) vs roots (novick), and AB having a stated corporate policy of not distributing regional brews. you can only stretch so much, though.

the dscc claims to not spend money on primaries. call them and ask them yourself.  it appears they are being sneaky here--maybe technically spending money on the general, but we all know where they stand--they should stay out and let us have our own primary.

that said, i place no blame on merkley for taking the assistance, he'd be foolish not too. dscc should still but out.

The DSCC did their job and recruited a quality candidate for this very important race. I'm sure that Senator Schumer was in Jeff's ear before Steve committed to running. Now the DSCC has to back off let Oregonians decide and return after the primary and back our choice in the General.

Let's see ... Earl Blumenauer, Peter DeFazio,  John Kitzhaber, Eileen Brady, David Wu, Darlene Hooley, Randall Edwards, and there were reports about others. I sincerely doubt that Jeff Merkley was even on Schumer's radar screen back on 4/18 when Steve announced.

I think you give the editors of Blue0 a bit too much credit. You would expect a post by the neutral "voice of BlueOregon" but instead the Merkley Machine gets a bye with a little help from his friends...

You've made this claim here and at BlueO.  Just to be VERY clear, I was alerted to this story by Jake Weigler, Novick's spokesperson. 

You criticize us for not running Novick stories, and you criticize us for running Novick stories.  At this point, there's not a lot we can do that won't provoke calls of foul play.

I guess now you know how the Oregonian editors and reporters must feel when they get it from both the left and the right.

I liken it to a baseball umpire. You've got to call 'em like you see 'em and --to a certain extent-- tune out the critics.

If you start basing your calls on how the crowd is going to react, then you're already finished.

Acutally, I think the "refs" at the Oregonian have been worked by the crowd for so long that they've started to consider reactions to their coverage. It's a fatal flaw in officiating.

Yeah, I know that's true, and I'm a big boy, so it's fine.  The main reason I mentioned it was not to whine (ha!, a likely story) but to point out that the provocation actually came from the Novick folk.  It matters mainly because I REALLY DO LIKE STEVE.  We created BlueO not to promote candidates or be an arm of the Democratic Party, but create dialogue.

There's no denying the overthetop coverage your guy has been getting. But after all, it is your blog and you do own up to not being neutral. As you so elegantly put it, Jeff:

"A last comment on BlueOregon neutrality: we're not."

Kari promised to address Jake Weigler's concerns in a "fuller" fashion, but instead he just offered a few parting shots and went into "MoveAlong" mode.

But i sense you need a hug, Jeff. While it's not been a great week for Merkley, it was a better week than most for balanced coverage over at Blue0. I especially want to thank Nick for posting that video of Novick. It looks like a great interview, eh?

or is this like hide and seek??? Maybe capture the flag?? If you folks keep this up you might inadvertently begin to prove that Chris Matthews knows what he is talking about in his new book.  And that would be wrong, so very wrong. 

Of course i suppose Smith receives only OR money in his coffers. Oh sorry, lost my head there.  A quick glance at Opensecrets  showed my error in thinking. Now why would huge corporations based in CA and WA, as well NY and TX want Smith to be a US Senator from OR???
